Our Founder 

Blue Lotus Strategies is founded and led by Indi Dutta-GuptaIndi Dutta-Gupta is a seasoned policy expert, political advisor, and social justice advocate. He frequently advises non-profits, foundations, worker groups, public officials, and political candidates on child, family and economic policy. He has helped enact, defend, or defeat several pieces of legislation and executive action both during and following his time in Congress. He is widely sought after for policy, political, communication, and other strategic and substantive insights by the media and elected officials.


Indi has served as President and Executive Director of both the Center for Law and Social Policy and the Georgetown Center on Poverty and Inequality; a Senior Policy Advisor at the Center for Budget and Policy Priorities; Project Director at Freedman Consulting, and as Professional Staff in Congress on the Ways and Means Committee. 
 

He is currently an Economic Fellow at Citizens for Responsibility and Ethics in Washington, Fellow at the Roosevelt Institute, a Distinguished Visiting Fellow at the National Academy of Social Insurance--where is also an advisor to the CEO--and a Doris Duke Distinguished Visiting Fellow at the McCourt School of Public Policy at Georgetown University.  He is also a Senior Advisor to the CEO of The Policy Academies and an Advisor to Community Change.
​Indi also serves as board or advisory group member for a number of entities, including for the DC Fiscal Policy Institute, The Futures Institute, The Policy Academies, Rx Kids, and GoodWeave.

He is a former board member of the National Academy of Social Insurance and Coalition on Human Needs. He is currently a public member of a National Academies of Sciences, Engineering, and Medicine committee, and an advisory committee for the Convergence Center for Policy Resolution.
He is a former Bill Emerson National Hunger Fellow, Harry S. Truman Scholar, US-Japan Leadership Program delegate (2024-2025) and co-chair of President Biden’s 2020 campaign economic policy committee.
